How will I be charged if my company cannot fit a meter?


If you cannot have a meter fitted you can ask your company to base your bill on an assessed charge. An assessed charge should be a better reflection of your consumption than unmetered charges.

Companies use a number of different bases for determining assessed charges, for example:
  • charges based on the type of property;
  • a flat charge based on the average household bill;
  • occupancy based charges; and
  • charges based on an assessment of the customer's usage.
You will need to compare the assessed charge with your current bill to decide if you will save money. Your water company will be able to give you more information.

We have encouraged companies to offer a common billing arrangement for customers in blocks of flats where shared supplies of cold and hot water prevent individual metering of the flats. The company will install a single meter to measure all water supplied to the block of flats. This arrangement would involve the landlord and all tenants agreeing that the company can raise a single bill for the supply to the block, for which a single person or organisation (for example landlord or management company) would take responsibility and recover charges from the tenants.
