Does Ofwat tell companies when to introduce a hosepipe ban?
No. Under section 76 of the Water Industry Act 1991, water companies can prohibit, or restrict, the use of water drawn through a hosepipe for watering private gardens and washing private cars when a serious deficiency of water supplies exists or is threatened. We consider hosepipe bans to be an appropriate way of reducing consumption in times of shortage. The water supply system in England and Wales is planned on the basis of occasional hosepipe bans and we cannot expect companies to upgrade systems to avoid hosepipe bans in all circumstances; to do so would be costly and add to customers' bills.
