Why weren't hosepipe bans introduced sooner?

Water companies have a duty to maintain water supplies to their customers. They have 25 year water resource plans to reconcile supply with anticipated demand.

Each water company is required to prepare a drought plan that details the actions it would take in the event of a drought to manage the supply of water. It is up to the individual company to decide when this course of action is necessary.
