DESCRIPTION:In 1989 the Secretaries of State for the Environment and Wales appointed companies to provide water and sewerage services for the whole of England and Wales. The conditions of appointment were set out in licences (called Instruments of Appointment). The licences impose conditions on companies which the Director General of Water Services is required to enforce. Each licence specifies the geographical area served by the company. The licence is concerned with the economic regulation of the industry and includes price control, making sure that the supply and quality of service are maintained, and protecting the interests of customers
