OFWAT RELEASES UPDATED FINANCIAL MODEL |
Ofwat has released an updated version of its financial model, Aquarius 3.
The model has been updated following consultation on the methodology Ofwat will use in 2004 when it sets water company price limits for 2005-10. A data import/export facility has also been added which will make it easier for companies to input and transfer data to the model. The accompanying rule book and user manual have also been revised.
This version of Aquarius 3 will be used to determine price limits for 2005-10. There may be a further release if circumstances require it.
Notes:
1. The Director General of Water Services is the economic regulator of the water and sewerage companies in England and Wales. He exercises his powers in a way that he judges will allow them to carry out their functions properly, and finance them. Customers' interests are represented by WaterVoice.
2. The financial model was developed by Ofwat in conjunction with Cap Gemini Ernst & Young (CGEY).

4. The Aquarius 3 financial model is populated with a dummy dataset. This dataset has been compiled for a hypothetical water and sewerage company and a hypothetical water company. It is provided to allow users to follow the arithmetic of the model more easily than reading the Excel equations.
5. Workshops were held for the water companies in April to explain the changes made since Aquarius 3 was launched in November.
6. The rule book is available free from the Ofwat website and will be available from Ofwat's library on 0121 625 1373.
