Ofwat to consult on self-lay proposals

Ofwat has published, for consultation, proposals which update its guidance on self-lay, the procedure which allows builders to install their own water mains and service pipes.

The water regulator is asking water companies, developers and contractors for their views on the changes it proposes to make.

The proposals 'Competition in providing new water mains and service pipes (self-lay)' take account of developments within the water industry during the last three years, and the provisions of the 2003 Water Act. They update previous guidance on the subject which was issued in March 2002.

In particular, Ofwat proposes to allow contractors and developers to install water meters at new housing developments. Currently, only water companies and contractors working on their behalf are allowed to carry out the work.
