WATER SUPPLY LICENSING (WSL) – CUSTOMER TRANSFER PROTOCOL

I recently sent you your new conditions of appointment R and S. Condition of appointment S requires you to comply with the customer transfer protocol (CTP) when we issue it later this year. This letter provides forewarning on what will be needed from your company.

The CTP will provide a clear, simple and standardised process for the timely and efficient transfer of customers between suppliers. It will be sufficiently flexible to cope with any foreseeable scale of transfer. We consulted on the protocol in October 2004. A draft of the CTP document, incorporating responses to the consultation and input from the CTP advisory sub-group and WSL Technical Advisory Group, was circulated to your company for comment on 2 September 2005.

In order to exchange customer data, appointed water companies and licensees will need to send information to each other in a standard format via e-mail. You will need to follow the processes and procedures set out in the CTP within specified timeframes. The stakeholder CTP workshop that we are holding on Friday 23 September will allow all appointed water companies and potential licensees to understand what they need to do to transfer a customer successfully. Following on from this, you will need to have measures in place that will allow successful transfers to happen in practice.
