NEW MEMBERS OF WATERVOICE CENTRAL

Philip Fletcher, the Director General of Water Services, has appointed four new members to WaterVoice Central from 1 May 2003. They are:
  • Mr John Hitchings
  • Mrs Pat Hughes
  • Dr Richard Jack
  • Mr Kashmir Singh

In addition one member has been re-appointed. He is:
  • Dr Richard Franceys

Commenting on the appointments, the Chairman, Sir James Perowne, said:
"I am delighted to welcome John, Pat, Richard and Kashmir, who add to the diversity of members who come together to represent water customers. Respectively, their knowledge of water quality, business, engineering and contract management and the experience they bring will enrich WaterVoice Central. We are also fortunate to retain the ability of Richard Franceys whose understanding of water and sewerage issues is first class."

Notes to Editors

1. WaterVoice Central represents the interests of customers of Severn Trent Water and South Staffordshire Water.

2. WaterVoice Central is one of ten WaterVoice Committees (the Ofwat Customer Service Committees set up under the Water Industry Act 1991 by the Director General of Ofwat). There are nine WaterVoice Committees in England and a Committee for Wales.

3. WaterVoice:
  • Investigates and resolves complaints;
  • Makes sure that the companies are aware of, and responsive to, concerns about the range and quality of services available; and
  • Represents customers' interests to the Director General so that he can take customer concerns into account in making his decisions.

4. Biographical details on all members of the Committee are attached.

5. These appointments fall outside the remit of the Commissioner for Public Appointments but the Director General acts as if the Commissioner's Code of Practice applied.

6. Members are part-time and unpaid, but expenses may be claimed. Members come from a broad range of backgrounds and are appointed in a personal capacity based on their skills and experience to represent all water customers and not as the representative of a particular interest group.

7. In reviewing WaterVoice membership, the Director General aims to give new people with fresh ideas the opportunity to represent customers' interests, while still maintaining continuity and experience. He reviews and appoints members in consultation with the Committee Chairman. Members are appointed for a term of up to three years, and are eligible for re-appointment.

Sir James Perowne
Retired Deputy Supreme Allied Commander, NATO Atlantic Command in Norfolk, Virginia USA, after 37 years service in the Royal Navy. In submarines for much of his career, he is a Graduate of the Royal College of Defence Studies and gained the Queen's Sword from Britannia Royal Naval College Dartmouth. He is a member of the Institute of Directors, a senior mentor for the Joint Services' Command and Staff College, President of the Submarine Officers' Life Members Association, President of the Submariners' Association and Naval Trustee of the British Forces' Foundation; (first appointed 1 August 2002; time commitment eight days per month; remuneration
£20,531 p.a.).

Mrs Olivia Clymer
Currently researching stakeholder engagement in river basin management as part of an EU project at Birmingham University. Previously spent ten years working for the National Rivers Authority and the Environment Agency in river restoration and project management with secondments to other regions and head office; Sales & Marketing Manager for Foodtech Solutions software company; (Birmingham) (first appointed 1 May 2002).

Mr Stuart Crowther
Customer Development Director, Cable & Wireless. Mr Raymond Dowling
Currently working part-time for the National Trust at Powis Castle, and as a Steering Committee member for the regeneration of the Banwy Valley region. Qualified Engineer and former Manager, IMI Yorkshire Copper Tube Ltd; also worked as a Census Enumerator for 'Count Me In' and a Recruitment Officer for Montgomery Wildlife Trust; (Powys) (first appointed 1 May 2002).

Mr David Hauser
Retired Senior Civil Servant and University Lecturer. Mr John Hitchings
Former Standard Practices Manager with Severn Trent, recently retired after 31 years in a variety of scientific and managerial posts in the Water Industry; former senior lay trade union officer in Unison; School Governor; Chair, Shropshire School Governors Council; Member of Shrewsbury Employment Tribunal; (Shrewsbury) (first appointed 1 May 2003).

Mrs Pat Hughes
Director of FH Warden (Steel) Ltd; Finance Manager, National Primary Trust; Director on the Board of the Birmingham Repertory Theatre; member of the support network set up by the Cabinet Office's Women and Equality Unit and the Women's National Commission; former school bursar; (Birmingham) (first appointed 1 May 2003).

Dr Richard Jack
