April's water bills still lower than in 1999

Water bills in England and Wales are to go up by an average of three per cent, excluding inflation, from Thursday.

Despite the increase for 2004-05, most people's water and sewerage bills will continue to be lower on average, in real terms, than they were five years ago.

New charges, which begin on 1 April, will see Thames Water customers with the lowest average bill at £208 and customers of South West Water paying the most at £361. But in 1999 average bills for the two companies, taking inflation into account, would have been £231 and £394 respectively.

Ofwat's initial average 12 per cent reduction in price limits at the 1999 review means that in today's prices customers are still paying less than they were in 1999-2000. A comparison of water and sewerage charges shows that while the average household bill for 2004-05 will be £249, five years ago it was £275 in today's prices – more than ten per cent higher.

Tony Smith, director of competition and consumer affairs at Ofwat, said: "We must allow water companies enough money to keep on providing high quality water services. But we will continue to ensure that customers of these monopoly companies do not have to pay any more than is necessary."

Ofwat will publish next week its 'Water and Sewerage Bills 2004-05' leaflet, giving details of average price increases for all domestic water customers and explaining how the bills are calculated.

The water regulator is now engaged in setting price limits for the next five-year period, starting in April 2005. He has warned that bills will to have to increase to pay for maintaining current services and making improvements mainly to the environment and the companies' water and sewerage networks.
