Ofwat publishes draft price limits for Yorkshire Water

Ofwat today published draft price limits for Yorkshire Water for the five years from 1 April 2005.

Ofwat's proposals would lead to an average increase in bills of £36 to £279 over the five years, before inflation. This compares with the company's proposal for an increase of £50 over the period. However, £10 of the average increase would be required in the first year to reflect the impact of costs on the company.

Ofwat has closely scrutinised the company's plan. It believes that these proposals would strike a fair balance. Customers should pay no more than is necessary for the company to continue to deliver safe, reliable and efficient services, and for further investment to improve the quality of drinking water, to clean up rivers and estuaries and to help deal with the problems of sewer flooding.

They would enable Yorkshire Water to invest more than £1.3 billion to carry out, for example:
  • renovation of nearly 2,000km of water distribution mains;
  • schemes at 22 water treatment works to deal with deteriorating raw water quality, including rising pesticide concentrations at Loftsome Bridge and increasing nitrate levels at Nutwell treatment works;
  • major improvement at Knostrop sewage treatment works serving Leeds to reduce the level of ammonia in the sewage effluent discharged to the River Aire. This will provide a healthier environment for fish;
  • major improvement at Colne Bridge sewage treatment works serving Huddersfield to reduce the level of ammonia in the sewage effluent discharged to the River Colne;
  • major improvement at Mitchell Laithes sewage treatment works serving Wakefield to reduce the level of ammonia in the sewage effluent discharged to the River Calder; and
  • safeguards for 360 households against risk of sewer flooding in their homes.

Philip Fletcher, Director General of Water Services, said:


"I believe that these proposals are fair to customers in Yorkshire, and to the company. I am convinced after reviewing the company's business plan carefully that the increase is necessary. It is essential to maintain a water service in which customers can have confidence.

"Much of this increase is needed to safeguard essential water and sewerage services and to make the further improvements to drinking water quality and to the environment that the Government wants to see delivered. The increase will also help to enable the company to maintain secure supplies for customers now and in the future.

"We have worked hard to ensure that the price limits are no higher than they need to be. The longer term picture is that customers of Yorkshire Water would by 2009 be paying 4% more on average, before inflation, than in 1999.

"Although in Ofwat we have thought hard about these proposals, we shall consider carefully all the comments which we receive before reaching conclusions on our final price limits in December."
