OFWAT PUBLISHES FURTHER RING-FENCING PROPOSALS
FOR NORTHUMBRIAN WATER

Ofwat today published proposals to modify the licence of Northumbrian Water following the company's sale in the summer.

The proposed changes will further ring-fence the regulated water and sewerage business from other activities carried out within the Northumbrian Water Group, and bring it into line with other water companies in England and Wales.

They include a commitment to maintain an investment grade rating.

In May Aquavit plc (now Northumbrian Water Group plc) completed the purchase of Northumbrian Water Limited.

1. The Director General of Water Services is the economic regulator of the water and sewerage companies in England and Wales. He exercises his powers in a way that he judges will allow them to carry out their functions properly, and finance them. WaterVoice represents customers' interests.
2. Northumbrian Water supplies water and sewerage services to 2.6 million people in the north east, and water services to 1.7 million in Essex and Suffolk.
3. Ofwat issued a consultation paper on 10 June 2003 inviting views on the acquisition.
4.
