How are customers' views reflected in the outcome of the review?
Throughout this review customers have been able to comment on our approach to setting price limits. We have listened carefully to what they have had to say. The ten independent WaterVoice Committees have advised us on customer issues and will continue to do so.
A number of the main stakeholders have commissioned joint research into customers' views. A first survey was carried out in 2002. The results of a second more detailed survey based on information in companies' draft business plans were published in December 2003. The results of the research are available on our website.
We published our draft determinations on 5 August and invited comments by 13 October. We received more than 500 responses from the water companies, MPs, other Government departments, members of the public and other interested parties such as environmental groups and organisations representing customer interests. We took into consideration their comments and any new information they provided when making our final decisions. This included increasing the capital programme to allow additional quality improvement schemes and greater investment to reduce the risk of sewer flooding.
