Self-Lay and Requisitioning Letters
SLR 03/05 17 August 2005 Dear Colleague VERSION 2.0 OF THE GUIDANCE ON COMPETITION IN PROVIDING NEW WATER MAINS AND SERVICE PIPES In March 2005 we consulted on version 2.0 of our guidance on 'Competition in providing new water mains and service pipes' (the self-lay policy guidance). The consultation is now complete. Attached to this letter is version 2.0 of our self-lay policy guidance. Version 2.0 of the self-lay policy guidance takes account of key changes to the market. The main change from version 1.0 is the new principle that water companies should allow developers to choose their own contractors to install water meters. All water companies should be operating self-lay policies that comply with the legislation and the relevant guidance we have issued. As well as the self-lay policy guidance, in May 2004 we issued our guidance on 'Financial arrangements for self-lay and requisitioning agreements' and our 'Process for handling disputes and appeals'. Water companies should also take account of SLR 02/05. All of these documents are on our website at www.ofwat.gov.uk.
