WATER ACT 2003: WATER SUPPLY LICENSING

The Water Act 2003 received Royal Assent on 20 November 2003. It extends the opportunities for competition within the England and Wales water supply industry so that customers with an annual consumption of at least 50 Megalitres will be eligible to switch supplier. We envisage that the regime will commence in autumn 2005 which requires an ambitious project plan.

To ensure the new regime operates effectively, we think the industry needs to be involved in its detailed development. Our plan is outlined in the attached paper and details how we will engage key stakeholders through the use of industry advisory groups, a project sponsor group and a regulators' co-ordination group. It includes an invitation for membership nominations of the sponsor and industry advisory groups and explains members' roles and our selection criteria. Written nominations must be with us by Friday 2 January 2004.

We will hold a workshop in Birmingham on Monday 12 January 2004 to discuss the implementation process. If you are interested in attending, please tell us by Monday 22 December.

We look forward to working closely with the industry over the next two years to ensure that an effective regime, consistent with the new Act, is commenced in autumn 2005.
