WATER ACT 2003: WATER SUPPLY LICENSING – 'GO-LIVE' DATE
This letter confirms the date from which licensed water suppliers will be able to compete against the existing appointed water companies under the new water supply licensing (WSL) regime.
In WSL 1/05 dated 7 April 2005, we advised that companies can apply to us for a water supply licence from 1 August 2005. The licence will enable companies to compete to supply water to large business customers who use at least 50 million litres of water per year.
Companies who successfully apply for a licence will see their licence take effect from 1 December 2005. This is the date on which the WSL regime will start. In order to obtain a licence in time for the start of the regime (subject to meeting the relevant requirements), companies should submit their applications as near to 1 August 2005 as possible.
Our formal guidance on how to apply for a licence will be published in mid-July. Copies will be available on our website or from our library. But in the meanwhile the draft guidance, which we shared with potential licensees and our technical advisory group on 6 June 2005, provides a good basis for companies to begin work on draft applications.
