Water Supply Licensing
WSL 03/05 24 June 2005 WATER SUPPLY LICENSING (WSL) ACCESS CODE TEMPLATE This letter encloses a template which we require all appointed water companies to follow when developing their access codes for the WSL regime. In MD201, dated 28 February 2005, we explained how the new statutory regime for market competition under the Water Act 2003 will take effect later this year, and that appointed water companies have new responsibilities under that Act. WSL 02/05 confirmed that the regime will start on 1 December 2005. Appointed water companies have to prepare access codes setting out all aspects of how they will offer to provide access to their supply systems, including publishing indicative prices. The WSL Technical Advisory Group, which consists of representatives from across the industry including customers, potential water supply licensees and appointed water companies, has developed and endorsed the attached template for the structure of access codes. We consider that consistency of access codes will aid the operation of the new regime and may reduce the number of disputes that we receive.
