WATER ACT 2003: WATER SUPPLY LICENSING - CONSULTATION ON OFWAT'S GUIDANCE

In my letter of 15 October (WSL 3/04 "Consultation on Access Code Guidance"), I told you that we are issuing four consultations on extending opportunities for competition in England and Wales this autumn.

This is the second consultation, inviting your views on our draft guidance on the following aspects of the new regime:

the types of premises that are likely to be eligible for a supply by a water supply licensee;
the water supply licence application process;
the system by which a customer is transferred from an existing water undertaker or a water supply licensee to another water supply licensee; and
the way in which water supply licence conditions can be modified collectively by Ofwat.
