1 June 2006

Dear water supply licensing stakeholder

WATER SUPPLY LICENSING - CUSTOMER TRANSFER PROTOCOL FORUM

On 31 May 2006 we wrote to appointed water companies and licensees inviting them to the inaugural meeting of the CTP Forum. Under their conditions of appointment and licence conditions, they are required to act as full members of the CTP forum. The purpose of the CTP forum is to exchange information and experiences of customer transfers and to oversee, review and develop the CTP. Membership of the CTP forum comprises full and affiliate members, the latter comprising any companies or individuals, other than appointed water companies and licensees, who have an interest in CTP issues. Affiliate members can comment upon any CTP change proposals, but cannot vote on those changes.

The first meeting of the CTP forum will be held as follows:

Date: Tuesday 27 June 2006
Time: 10.30am to 3.00pm
Venue: 13th Floor Conference Room, Ofwat, Centre City Tower, Birmingham

The main purpose of this meeting will be for full members to discuss and agree the terms of reference for the group, discuss experiences to date and for each constituency to agree their voting arrangements.

If you would be interested in attending this and future meetings of the CTP forum as an affiliate member, please advise Irene Marnell at irene.marnell@ofwat.gsi.gov.uk setting out the name, job title, address, telephone number and e-mail address of your company's CTP forum representative. You should do this by Tuesday 13 June 2006. We will then send you any papers one week in advance of the meeting.

If you have any queries on the CTP forum please telephone me on 0121 625 3652 or e-mail me at christina.chadwick@ofwat.gsi.gov.uk.

Yours sincerely
